Consultation has now closed

The Examination of the IERRT DCO application opened on 25 July 2023.  Further details about the Examination can be found under the heading 'Examination' below.

We are intending to submit a request to the Examining Authority, acting on behalf of the Secretary of State, to make certain changes to the application for the IERRT DCO. Before submitting that request, ABP is undertaking a consultation on the proposed changes.

We are undertaking a consultation on four proposed changes to the application (the “Proposed Changes”). Consultation will commence on 20 October 2023 and run until 23:59pm on 19 November 2023.

Detailed information on the Proposed Changes is presented in the Proposed Changes Notification Report, which can be accessed using the link below. We have also prepared a Notice and Newsletter which provide information and details about how you can get involved, and how to respond to, this consultation.

The Consultation Materials can be viewed and downloaded (free of charge) by clicking on the links above. They will remain available to view and comment on until the close of consultation.

All comments must be received in writing. Please ensure we receive them before the close of consultation at 23:59pm on 19 November 2023.  Responses received after that time may not be considered.

ABP’s application for a Development Consent Order (‘DCO’) for the IERRT project has now been accepted for Examination by the Planning Inspectorate, acting on behalf of the Secretary of State of Transport.

In February 2023, we submitted our application to the Planning Inspectorate for their consideration, and we now have confirmation that the application has been accepted as validated. The IERRT project is, therefore, now entering a new phase of the DCO application processes, known as the ‘Pre-Examination’ phase.

All the application documents are available to view and download free of charge online on the Planning Inspectorate dedicated website at:

We have prepared a Newsletter - which can be accessed here - which provides more information about the application process, next steps, how you can view the application documents on the Planning Inspectorate’s dedicated website and how you can order paper copies (subject to charge) or copies on a USB stick from us.

Updates on the Examination of the IERRT project will be posted on this website going forward.

We will continue to host copies of the consultation documents, from both rounds of statutory consultation on the IERRT undertaken in 2022, which you can access using the following link:
