ABP PLYMOUTH TRAINS ITS STAFF FOR MAJOR INCIDENT On Thursday, 27 April, Associated British Ports’ (ABP) Port of Plymouth will conduct a special exercise at Millbay Docks to test the notification and response elements of the port’s oil spill contingency plan. The exercise will be based around a fictional scenario which, although highly unlikely, could theoretically happen at the port. On Thursday, this scenario will be a vehicle striking an oil pipeline at Plymouth’s roll-on/roll-off berth. According to the scenario, the damaged pipeline will leak enough oil into the dock to cause a Tier 2 pollution incident. Accordingly, OSRL (Oil Spill Response Ltd) – ABP’s contracted Tier 2 responder – will take part in the exercise, as they would in a real-life situation. Colin Greenwell, ABP Port Manager, Plymouth & Teignmouth, said: “Although we take every sensible precaution to prevent things like this from happening in the first place, we also feel it is important to prepare for the worst should a serious incident ever occur at the port. Conducting incident exercises based on scenarios like this one is the most effective way of making sure that all our staff are in maximum readiness should there ever be a real incident.” The full timetable for the exercise is as follows: 07.30 hours Exercise start - OSRL notified through call-out chain. 08.00 hours Exercise participants assemble at Millbay Docks for health and safety briefing and induction. 08.30 hours Participants commence equipment deployment 09.45 hours Observers to arrive on site for safety brief 10.00-10.30 hours Observers to visit jetty site for an explanation of the site set-up and recovery operation. 10.45 hours Commence recovery of equipment 12.00 hours Exercise concludes and full debrief. 25th April 2006
